Florida Department of Elder Affairs (DOEA)

The Florida Department of Elder Affairs is the state's focal point for senior issues and serves as an advocate for Florida's elders and their families. DOEA administers a wide variety of services for seniors age 60 and older throughout all 67 counties.

Food Assistance Programs

Congregate Meals

Service: Nutritious meals served at community centers and senior centers
Contact: Local Aging and Disability Resource Center (ADRC) or Elder Helpline at 1-800-963-5337
Eligibility: Age 60+ (meals open to all seniors regardless of income)

Home Delivered Meals

Service: Meals delivered to homebound seniors
Available through: Medicaid Managed Care Long-term Care (SMMC LTC) Plans
Contact: Case manager if enrolled in SMMC LTC plan, or call Elder Helpline at 1-800-963-5337 to enroll

Senior Farmers' Market Nutrition Program (SFMNP)

Service: Supports good nutrition with access to fresh local produce at farmers markets
Eligibility: Low-income seniors age 60+

Supplemental Nutrition Assistance Program (SNAP)

Service: Monthly benefits on EBT card for purchasing food
Eligibility: Income-based; seniors age 60+ may have higher asset limits and medical expense deductions

Fresh Access Bucks (FAB)

Service: Doubles SNAP benefits for Florida produce with one-to-one match
Example: Spend $40 SNAP, get additional $40 for fresh local produce

Commodity Supplemental Food Program (CSFP)

Service: Monthly food packages with nutritious USDA foods including canned fruits/vegetables, juice, cereal, pasta, rice, peanut butter, dry beans, shelf-stable milk
Eligibility: Age 60+, income at or below 130% of federal poverty level, reside in qualifying county

Food Pantries and Food Banks

Service: Free healthy essentials, fresh produce, non-perishable items

Utility Assistance Programs

Emergency Home Energy Assistance for the Elderly Program (EHEAP)

Administered by: Florida Department of Elder Affairs

Service: Assists low-income households with at least one person age 60+ experiencing home energy emergency
Emergencies Include: Delinquent utility bill, lack of fuel/wood, shut-off notice, broken heating/cooling equipment
Services Provided: Payments for heating/cooling, emergency energy costs, vouchers for blankets/portable heaters/fans, equipment repairs, re-connection fees
Eligibility: At least one person age 60+ in home, household income at or below 60% of State Median Income, documented heating or cooling emergency

Low Income Home Energy Assistance Program (LIHEAP)

Administered by: Florida Department of Commerce
Service: Helps income-qualified families with home heating and cooling costs
How It Works: Funds applied directly to energy utility account if approved
Apply: Online at floridaliheap.com or through local LIHEAP provider agencies
Eligibility: Income-qualified households
